Judging the judges: When the Vancouver Police analyzed
sentencing for chronic offenders in 2008 -- some of them with over
100 convictions -- they discovered that after a criminal had more
than 30 convictions, custodial sentences actually got shorter, not
longer. One retired Vancouver judge, Wallace Craig, is willing to
complain publicly about his former colleagues on the bench. "I'd
say the sentences imposed by the judges are a mockery of reality,"
said Craig in an interview with W5. Craig presided over the provincial
court in downtown Vancouver for more than 20 years and believes
his solution to the problem of chronic offenders is simple. Craig
has support from a surprising source -- a chronic offender who realized
his life of crime and drugs would eventually kill him.

launch law school course on victims' rights.
An initiative to better educate law students about
the needs and rights of crime victims is moving ahead as a result
of collaboration by CJRB Board members, Ted De Coste and Hazel Magnussen.
Professor DeCoste has received permission to use a Legal Case Book
regarding Crime Victims' Rights, which was developed by Professor
Alan Young from Osgoode Hall Law School and Steve Sullivan, the
federal Victims' Ombudsman, during his tenure as president of the
Canadian Resource Center for Victims of Crime.The case book project
was funded by the Policy Centre for Victim Issues in the Department
of Justice

been appointed a member of the Canadian Human Rights Tribunal
Ottawa-The Honourable Rob Nicholson, P.C.,
Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General
of Canada, today announced the appointment of Wallace Gilby Craig

Ms Hazel J. Magnussen has been elected to the
board of directors of The Canadian Justice Review Board.
Hazel Joan Magnussen, a graduate of the University of Alberta, is
a retired registered nurse with 35 years experience in health care.
Her primary clinical focus in the last ten years was mental health
nursing and her articles about nursing ethics and nurse-physician
relationships have been published in various professional journals.
In addition, she has written articles and presented papers on 'bullying'
and 'disruptive behaviour in the workplace', and detailed the experience
and needs of victims of crime in the criminal justice process.
At its annual general meeting held June 12, 2007,
the Canadian Justice Review Board (CJRB)
elected Ms. Hazel Magnussen of Victoria, British Columbia to its
board of directors. Mr. Bruce Haines, J.D. Q.C. was elected chairman;
Mr. Wallace Craig vice-chairman; and Ms Lynne Cohen secretary treasurer.
Mr. David Kahn becomes the immediate past chairman . William D.

Canadian Justice Review Board director retired
judge Wallace G. Craig spoke to the Parliamentary Standing Committee
on Justice today about the need to improve the judicial selection
process. If the provincial Law Societies in Canada exhibited a modicum
of integrity or acted in the public interest then the pool of licensed
lawyers from which judges are drawn would be kept clean. If the
pool was clean then any selection process would do, but if the Law
Societies and Bar Associations have no standards, then it is in
the public interest to expand the composition of the judicial selection
committees so that lawbreakers or lawyers with political agendas
are identified and not appointed to the bench, as happens now.

On Friday November 10, the Justice Minister
Vic Toews issued a brief announcement indicating that he would invite
law enforcement officials to sit on the various judicial advisory
committees that make recommendations to the minister as to which
individuals should be considered for appointments to the federal
courts. The announcement was met with indifference by some who didn't
think a police officer was any less of an impediment to the independence
of the judiciary than say a member of the bar and by outright incredulity
by others including the Supreme Court Justice Beverly McLachlin
who felt the move would in fact compromise the independence of the
panels that recommend people for judgeships.

Court Challenges Program Axed:
Far from being "a shining example of our democratic system,"
the Court Challenges Program is an example of government corruption
and taxpayer abuse" says lawyer and CJRB director C. G. Landolt.
Other observers point out that the Court Challenges
Program is an example of why more and more, the phrase "Canadian
justice" is beginning to sound oxymoronic. Practically every
legal challenge funded by the program in its 21 years of existence
has involved a debate between two minority-held ideologies. Minority
'A' hates traditional values and Minority 'B' cherishes them. How
can any honest person seriously believe that an organization that
has spent millions of our tax dollars to pay legal fees for Minority
'A', but not a cent to help Minority 'B', has anything to do with
justice?

from CJRB chairman David A. Kahn: ( host Kathleen

If the Court Challenges Program had picked up
deserving cases such as that described this morning twelve years
ago when the action started, rather than just one year ago when
it saw a new government coming down the tracks, it would likely
not have been axed.
This was just a cynical attempt by the CCP to give itself a fig
leaf. It has spent the vast majority of its considerable funds on
pushing highly controversial measures that would never have been
promoted or passed by our elected representatives in Parliament.
It was subverting our democracy and putting power in the hands of
an unelected, jobs-for-life elite in a manner that can only be described
as mediaeval.
