HERE’S my story: I bought property in rural Thunder Bay that had no services. It’s on a gravel road with no community water supply, no sewer and no garbage pick-up. The 10-acre lot was assessed by MPAC (Municipal Property Assessment Corporation) at $12,300 in 2010.

I built a 1,400-square-foot, one-bedroom home on the property, with a garage. MPAC came and measured the house and trotted off stating they would be in contact. They came back with a rather high assessed value of $313,000. When I asked why it was so high, they said that’s what an 1,800-square-foot home was worth.

I told them they had mis-measured the house and they reassured me that they are professionals and that I was mistaken. However, if I wanted, I could claim a Request for Reconsideration. I do so online and, after 90 days, they arranged to send a rep to re-measure. They apologized and said an adjustment would be forthcoming.

 The adjustment set the value at $272,000. Still kind of high for a one-bedroom home, but better than the previous assessment. The settlement came in 2015. About one month ago I received a notice from MPAC that my assessment is going up $77,000.

I called MPAC and spoke to a nice lady. I asked how property value could increase in value that much in one year? She said the old assessment was from 2012. It wasn’t. The inspection was completed in 2014, then reviewed and corrected in 2015.

I told her I did a comparison within a one mile radius of my home and found many of the homes near me were considerably larger and valued from $50,000 to 80,000 less. She informed me that she can’t tell me the comparisons her company made to determine the value.

 So I asked another question: “On my latest assessment, why did MPAC change the value of my property in 2012 from $12,300 to $212,000. The answer is that the Ontario government has mandated the change to reflect what the property would be worth had a house been on it at that time. To me, this is equivalent to falsifying a document to create numbers based on a scenario that never existed.

This is immoral and perhaps fraudulent. If any citizen falsified official documents it would be punishable. If we don’t stand up for what’s right in this province, there will be nothing left for future generations.

Mpac is a crooked organization. They blindly assess properties with no clear benchmarks or tables to back them up. Until their methods are made transparent and accountable, we are totally at the mercy of their judgements. Their also need s to be a better dispute and resolution process in which thry should have to p4ovide solid backong information on why their figures are correct.

Lyal Carlson, in principal you are correct. The problem is that common sense has been replaced by an educated persons lack of understanding of the housing market and the actual value of the property they are assessing. If you take 100 properties in the Thunder Bay area on the same size lot, same square footage they should not be assessed the same. There are so many variables to be considered.

The other problem is, there is a chance that you could get an assessor who is just plain stupid human being and you have to suffer the consequences of their assessment.

FYI. I was involved in a project that lost a tremendous amount of money, because the governments agent, simply was stupid. They would not allow us to know their formula. (we found out and were compensated)

I would suggest that anyone who does not agree with their tax assessment, that they ask for the figures used and how the assessor arrived at final value. Then find someone to help.

we have complained about them they given birth by harris and promoted by mcquinty and the wynner, and they just re fuse to hear just like they doing with hydro ,stop paying taxes and hydro we must organize. then watch them crumble.

I believe a lot of things being mandated in Ontario are from the United Nations Agenda 21 Sustainable Development, which was enacted 20 years ago.

This International Council of Local Environmental Initiatives is tasked with carrying out the goals of Agenda 21 worldwide.

This is a non-governmental organization headquartered in Toronto. People need to see that our government is a corporation and we are being run by private interests.

The plan calls for government to take control of all land use removing decision making from the hands of private property owners. This is very scary. Individual rights are given way to the needs of the community.

They want to dissuade people from living in rural areas, and will let roads and infrastructure deteriorate. Agenda 21 is a United Nations policy that has been adopted in Ontario in extreme form.

The Green Energy Act has also been pushed and adopted in Ottawa by the same liberal advisors.

I advised people to look at California and how it has affected California as they are extremely deep into Agenda 21.

Human habitation would be restricted to places within the Urban Growth Boundaries. The push will be for people to get off the land, out of their private homes and into single dwelling apartments in large cities.

The whole thing is very insidious and needs to be addressed. The United Nations is being controlled by a group of elite people that have enacted this policy.

Our governments are being dictated to and no longer work for the people, but for the elite. That is why they don't listen to us any more.

In Norther Ontario they have been taking out bridges for years, to keep people away from secluded areas. They want to have us all in large cities so they will have better control over us. That is why we have smart meters also. They want to destroy the middle class standard of living. Learn about Agenda 21 and ways we can fight it.

EMPAC was started by the Harris government in the 90's. So if you think voting for another party will change anything your wrong. This group is a parasite on our province. I tried fighting with them but got no response. We need to start a petition across the province to get ride of them. The person who runs it in TB tried to tell me they get no money from the taxpayers only the Ontario Government. That's the kind of logic your dealing with.

What does who started it have to do with anything? it is the present sitting government that has directed it to change how it asses.
Nobody had issue with how assessments were done until starting the last year.
Harris has been gone from politics for 14 years, time to realize this and quit blaming him for everything the Libs do.

I don't think Ontario can be saved now. The government is so desperate for money they have resorted to all out fraud to get it.

How will these acts be met? I don't know because Canadians are pretty weak when it comes to any resolve choosing instead to pretend moral superiority and beyond the reach of any wrong doing by an oppressive government.

I don't know if we can even vote ourselves out of it at this point, but 10 awful years of liberal failure may not ever be recovered from.

These parasites from MPAC have no moral conscious. One has to be firm with them and don't take no for an answer. Use everything available to you, including the appeal process. They will try to wear down the homeowner with their dialogue into submission and they are very good at it. A number of years ago they came around to assess my property and they became very irritating asking a whole variety of questions that are none of their business including; Do I have hydro when they could clearly see the lines and the meter on the wall. At that point I asked them to leave the property. They did and my assessment went down, perhaps giving them the brow helped some.

this is a government that is claiming employee pensions as assets so fraudulent numbers are a usual with them. I am having the same battle, why is a farm field with nothing on it but hay being taxed as if there was a dwelling on it? Its zoned agriculture but the government is desperate for any cash they can steal.
BTW Lyal, you can try your MPP but that is a complete waste of time, all I got was a letter about how proud he and Kathleen are...........
